Non-financial commercial paper outstandings continue to plummet. Financial commercial paper outstandings, on the other hand, have leveled off and are starting to rise. Fewer real orders, more borrowing?

>>>Forcing them to allow competitors to use their lines, without discrimination, at the same cost, gives them no incentive to construct more lines, or even maintain them. Why should they?<<<

You're still not getting this. Their ain't no "our lines" anymore. If the transmission unit wants a decent return for use of the lines they have to be willing to charge their generating sub the same amount as others to use the lines.

The inability of companies to come to terms with the above condition is why in my state the restructuring is starting with a privatization of transmission lines FIRST. And no doubt why the State of CA has considered and threatened to seize the transmission lines.
