Some states and utes ran willy nilly into the abyss before the infrastructure was there. Ute consortiums and private transmission cos. are building projects...you just don't know about them.

Too bad FERC didn't recognize the shortsightedness of the majority of the players before hand. But, as noted above some managed a version of RTOs...hardly evidence of "market failure" just "market stupidity" on the part of many.

Right now I'm busy trying to figure out the best was to take your money from you...which you will glady pay post Jan 01, 2002 (or so you say) to support the "capitalist cause." You are about to get a taste of that unfettered free market vertically integrated monoply courtesy of Virgina Power by default (at least until transmission lines magically appear to bring in power from other areas of the larger market.)

It seems the more I look at VA SB 1269, consider the transmission constraints and the position of Virginia Power in the market place the more I realize what a wonderful opportunity is there to monetize user ignorance once those non-discriminatory open access tariffs kick in. The VA Legislature really jumped the gun on this (the infrastructure is simply not in place) gave away the store and set this effort up for failure (in light of what we've seen in CA and more recently NE.)

I think D on a pull back is the way to go. Virgina Power could find its' nuts in the wringer on this somehow.
