I didn't mean to take away from your points -- which are good, skeeter. I was at a power conference 2 years ago and the host, a fellow from ABB, was praising the smarts of another fellow -- CEO of one of the big marketers -- who realized that being lowest cost generator was not the game and that reducing supply could actually increase profits. When some regulated and some not regulated play together -- this was the inevitable result, IMO -- most of the blame does go to public policy makers. The greed was always there -- public policy makers are the ones who let it run amok ...
