I take back what I said. In some cases, price gouging does take place but it takes collusion with the government to make it stick. . Example: Federal regulations mandate that several cents of every gallon of gas goes to Unocal. Why? They hold a patient on how to set the valves and switch on the refineries to produce a government mandated gasoline formula. This EPA specification produces cleaner gas true, but a gas that causes your car to get slightly poorer mileage. Net result probably a wash - and a government mandated windfall for Unocal.

Nice example of private/public sector partnership. (i.e. a scam).
