Two times will be displayed: (1) the time when market makers can enter quotations, followed by (2) the time the security will be released for trading. Beginning Monday February 5, 2001, all trade halt and resumption times will be posted in HH:MM:SS format. This is a change to the current format of HH:MM:hundreths of a minute. Chat logs from earlier in the day say that the Halt was code H.11 "H.11 Halt - Regulatory Concern Trading is halted in conjunction with another exchange or market for regulatory reasons. "
