This is just another upper middle class welfare, wealth transfer, program. In the attempt to buy the votes of high tax rate homeowners at the expense of everyone else, it distorts the economy and creates the certainty of fraud and abuse as all kinds of producers of junk will make campaign contributions to ensure that the product qualifying laws are written in such a way to include their junk.
