According to the Economist it was to help companies with no revenue get started. In other words, it is a method of jump starting your supply chain. Unfortunately, as was pointed out, debt is debt. What you are also doing is loading up a fragile company with debt before it finds its own customer base. As should be obvious, this is a very dangerous thing to be doing.

Perhaps the solution is for the recipient of the "help" to "help" their own potential costumers! After a bit, maybe everyone will be giving everyone else money to get started as consumers!! <GG>
