What design rules do most other flash companies use?

Per the 4/2001 10K, UMC uses a .24um process for Sandisk's wafers. I would imagine that most of the foundry supplied Flash is on a similar process. How much of world Flash production is at foundries -- 25%?

Then there's companies like Toshiba, Hitachi and Mitsubishi who use leading edge processes for at least part (how much?) of their Flash production.

Intel, with about 25-30% of the Flash market is probably almost completely converted to .18um for Flash. According to their "copy exactly" program, their Flash lines transition to a new process about a year behind their cpu lines. Here's a recent process roadmap for Intel:

AMD has about 20-25% of the Flash market, and as you point out, they're at .23 and .32um.

FlashVision uses a .16um process.
