rob, there is a road that runs along the back side of a city and along a valley that separates it from another city. they refused to build it unless they were able to force locals to pay for it. well, i'm local now ;-) i think it is based on home price. the road is sweet. very little traffic and few lights. parallel roads have traffic galore and nonstop stop lights. however, since i pay for that sob, i want exclusive rights to it. my guess is that well over 95% of the folks that use it don't pay for it. they ought to pay some, too. i've learned life isn't fair -mfng-
