head a Federal agency ought to be smart enough to approach cultural
changes in an informed and thoughtful way.


That's certainly a valid point.

The opposing viewpoint, of course, would be that when there is a sweeping change of direction in government, eight years of a Democratic president and administration swept away and replaced by a Republican administration, you can expect some cultural changes. Otherwise what was the point of the voters making a change?

(And no, we're not going to get into what the voters did and didn't say. Bush got elected, and to the victor belong the spoils.)
