Last time I met one was back in 1950's in Uleln in Chuksky Peninsula. Dr. Goldnow says that he has meet a few in Siberia! During Peter the Great's tour of Europe, a group of Belgiums, mostly cut-throats, and thieves were bailed out form Belgium and brought to Russia.

They were settled on banks of Aral Sea! Soon they began abusing the locals, gave themselves to rape and pillage of the local Turkic people! Around 1780's over the fishing right they attacked the Russian settlements on the lake.

After defeat of Napoleon, the Tzar sent punitive expedition against them. and had them exiled to Pevek on East Siberian Sea. There they enslaved and then enter-married the local Chukchis and became known as Belgium-Chuckchis!!!

They speak Flemish and have maintained some of their old ways. However, they arem very shy, and harldy are seen. They live in igloos and survive by fishing and hunting. They are also known to have practiced canabolism during the winter months when the food has been scarce.

During the Great Patriatic War, given to their strange ways, Stalin had them exempted from the military service!

Being nomadic people, and always on the move, they have been seen as far as far as Queen Elizabeth Island and Pound Inlet on the Baffin Island, Canada! According to Russians authority, they are learning the new ways and some of them even have even learned to use internet! That is progress!
I wonder if you have any of them in Canada?
