even that 2nd article is bullish. layoffs and decreased manufacturing act to work off unsold inventory. once the excess inventory is diminished, manufacturing will pick up out of necessity.
it looks as though the fed realizes that consumer confidence and in fact capital expenditures are related to the feelings of the "wealth effect". we need a rebound in stock prices to give people and companies the confidence to continue spending and investing. Richard has alluded to this in the past. i believe consumer sentiment is now inextricably tied to the stock market as most people are invested in the market. this is a relatively new phenomena and is certain to grow, except, of course, if we have another significant retest and total capitulation of all the weak hands.
