High above, in the steepled glass and concrete towers of China's leading financial centre, another deluge is washing through the ledgers of Hong Kong's banks and investment houses. This torrent of funds, dubiously recorded in official statistics as foreign direct investment, last year measured a staggering $64.3 billion, far in excess of the $38 billion in offshore investment that poured into mainland China. Unfortunately for Hong Kong, virtually no one believes this former British colony has become a magnet for foreign investors to rival the motherland. The widespread suspicion is that Hong Kong is being used on a massive scale to launder money flowing in and out of China.
