I don't think there should be any crew (i.e. PR) until an OS is ready.

Magee refers to the "crew" as the OS, the paying passengers show up here:

As soon as it leaves dry dock after it launches yet again and the champagne splashes
over its bow, it will have to stop off at Southampton and pick up its paying passengers -
Lord Hewlett Packard, His Grace Donald "x86-Trump" Dell, and his high eminence Duke
Compaq of Perspiration.

But the catch-22 is "some" OSes will be available. The downer is the
volume OSes aren't. Volume meaning Linux and WinXP20002002. So
the chorus is very muted as Redmond certainly doesn't want loud splashes
over IA64. The radical trade press can't talk up Linux and IA64. That leaves
a few articles penned for AIX5L and HP/UX? I suppose. Certainly not the bandwagon
at first. So we get our 6 month lag. Itanium next week... and the coming out
party in October. Sheesh, what a lurching disaster it has turned out to be.

One last interesting wrinkle in all this (for the revisionists). Itanium is
officially launched in Q2 2001, but really isn't launched until Q4 2001 and
revenues for 2001 Itanium related are a drop in the bucket. Compare that to
projections made in Q1/Q2 2000 and prior to that.
