It is probably a combination of both, but closing at Max pain, is best for them. The options writers have probably "programs" of selling these against some stock and some naked, they play many equities and I assume that some are "fruitfull" some not, they would concentrate their power where it will maximize their benefits, since they can influence some very visible indices more than any specific stock, I presume that would be one way they may operate to bring about closing at the Max pain point as many as possible of their positions. I doubt they are successful all the time, today might be one of those when they are not too successful.
