I think it is good that Washington is developing an energy policy. And I am glad to see that Bush is backing off Chaney's previous comments that conservation doesn't play a role, even in the short term.

As far as California goes, there is an interesting article from the Sacramento Bee describing some of the background.

In the past Bob has said there are no electrical power plants under construction. But that information is not accurate. The following link points to a table that describes the plants under construction. Four large
plants and seven small ones are scheduled to be online
this year.
