The model Dumbya is proposing is more likely to take one of the following forms:

A private transmission co. or private consortium of ute cos. pays for the land and the line infrastructure. The land is condemned through Fed eminent domain with ease and dispatch.

The Feds condemn and pay for the land. A private transmission co. or private consortium pays for the line infrastructure and leases the land from the Feds that the lines sit on.

Feds condemn, buy land and pay the costs of line construction. Utes then pay the Feds for using lines (least likely IMO.)

I believe the intent here is to cut states out of the regulatory and approval process as much as possible.
