The The Sierra Wireless 1xRTT AirCard 500 is more than just a concept.
I saw it demoed at CTIA Wireless 2001. They have supply agreements for 1xRTT with Verizon Wireless and Sprint PCS.
Here's a press release about it.

Until Sprint and Verizon get their 1xRTT networks built, you won't hear much about 1xRTT modem cards.
