If Intel is selling P3s to MS for about $30 or less (my guess) then Intel got a little too zealous about holding market share...
Two possibilities...coming out of one idea. The P3 has to passive cool. Or at least have a real silent fan.
Mind you, MS could easily sell 10M of these in 2002.

1. Intel will be shipping 733 Mhz .18u P3s to MS...
A disaster as they need to switch fab space over to .13u AND all they get is $30.

2. In order to make the chip run cool enough, Intel has to send .13u chips...
So $30 chips eats up Tualatin production. Intel ends up selling Tualatins for $30...

Either of these is worse than selling these chips as Celerons...

Also, will Intel get to count these XBOX chips as overall CPU market share? If so, AMDs market share will take a beating by 2002. But it will be misleading.
