Thanks for the explanation of costs. I haven't checked lately, but PG&E offers rebates if one buys certain energy efficient major appliances. [We bought a washer a couple of years ago and got $175 back from PG&E and the water company, combined]. There are exhortations not to use energy hog appliances during peak usage hours, but no penalty based on time of use. I thought you were referring to an electricity meter installed by the utility company that tracks TOU. I think they exist and should not cost much.
