This is to be expected. You should not expect someone to produce a good for a customer who will not pay. This is why "price caps" and other sorts of roguishness will not work.

Is $1900 per megawatt gouging? At least the company had the decency to answer in the media. Davis has been hiding all his transactions and making hysterical claims he has yet to back up. Guess everyone wants to sound like the angel of deliverance.<g> The drama in real life is always superior to the crap on TV (and more complicated).

HOUSTON A Texas energy company set a $1,900 bid price for electricity last week because it
wanted to hold off using power from a California plant that can only run eight days total this
year under state air-quality rules, the company's president said Friday.

Joe Bob Perkins, president of Reliant Energy Wholesale Group, was responding to criticism
by Gov. Gray Davis, who cited Reliant's $1,900 bid price as an example of generators
gouging the state.

Reliant didn't want to fire up the so-called peaker plant unless absolutely necessary because
there's a long, difficult summer ahead where the power might really be needed, Perkins said
