some things are better done by states or municipalities, If you are vague enough then I'm sure you will never be wrong. Isn't there some value in a common set of rules and expectations across the country. Having 50 different sets of regulations is an environment favored only by the biggest players. These can afford to accomodate all the differences and it keeps the smaller competition confined to a single state or two. In an age of globalization your streamlining suggests offer more parochiality. TP
