The ghetto-ization of these types of industries is rapidly being disrupted by the increasing communications capabilities of the 21st Century. You see a sort-of version of this phenomenon in Europe, where the bureaucrats of the obsolete socialist governments keep putting pressure on countries like Ireland for "undertaxing" business, creating an "unfair" competitive environment. But the general trend is that even these socialists governments are now thawing out and reforming their own tax and regulatory structures. (Part of the catalyst is the Irish tradition of thumbing their nose at the rest of the continent, but that only helps speed things along).

Part of the future of the US in the 21st Century will be "liberating" productive citizens from our own "peoples' republics" like California and Massachusetts to the better living environments available in states like Texas and the Carolinas. A secondary trend will then be comprehensive reforms in the formerly-prosperous states.

In that respect, California's grievous errors on energy over the last 20 years will simply help speed things along...
