No one in Israel wants to relocate Arabs out of the west bank. It is Arafat that wants to relocate back "refugees" into Israel. Those apartments were just miles away from the camp, no "relocation (or at least no more than my moving from another refugee camp's tent in the winter of 1948/49 to a slightly better accommodation <g>.
