Probably one of the virtues of having 50 states make laws rather than have big government make a single law is that if a mistake is made it is a local problem and can be corrected. It does not affect me (much) if California makes a stupid law to control the electric companies but would be disastrous if 50 states followed the same course.
It limits the damage that is done.
