Military to evolve slowly Washington: Defense Secretary Donald Rumsfeld admitted today that he doesn't have a clue about how the military is organized or how it's organization may need to change. "It was all a joke", explained the Secretary, "I never really thought that people would notice, after all under the Powell plan we don't have to fight anyone who isn't already licked".
