The Republican Gov Pete Wilson favored the bill and voted for it along with all the other Republicans in the state gov't The vote was unanimous in both the State Senate and Assembly and there were more democrats in total voting for it. The fact was that business was tired of paying twice the national avg. for electricity in CA and lobbied Wilson for de-regulation to get a competitive market. Now we will end up paying 3X the national average thanks to the State subsidized market.
