I thought this feature, in P4 and also the new Athlon 4, are both designed for thermal condition that is deviated from the spec ? So IMO, it is a safety net mechanism. Well, no one really know the detail and did the vigorous test of really load a system with proper thermal design to test if even a properly designed machine operated in proper condition and under heavy load, this 'feature' will still kick in. If that is true, may be we can talk about fraud or misleading.
