The seven stages of a project:

1, Wild enthusiasm
2. Disillusionment
3. Panic
4 Search for the guilty
5.Punishment of the innocent
6.Reward of the uninvolved
7.Creation of the legend.

Last year I told you that PGE and CalEd needed to be able to raise their rates because their costs had gone up, and that PGE and CalEd were facing bankruptcy. You argued that they ought to suck it up. Lo and behold, PGE filed for bankruptcy, and California had to agree to raise prices. Even at the higher prices, they are still facing blackouts. Yet you remain fixated on a witchhunt.

What good do you think will come from it? If you find one or more instance of gaming the system, that won't change the fact that the system was and remains deeply flawed. I haven't seen any reports that the California legislature is making any effort to revise the system, just shift blame.
