Tony, hard to say what motivates Compaq, I know they want AMD to do well as that = low prices from Intel.
Possibly AMD needs more certainty of supply before they will commit to volume demands that AMD may not be able to supply. Remember going up a few % in share is quite a number of additional parts. Intel has many fabs, AMD but two for these parts.

Tony: just that Compaq seemed to position its Athlon desktops right with PIII in the premier models. Not so, at least so far in notebooks. Maybe they're waiting for Tualatin. Or maybe they've got another Athlon notebook on the way?

For what it's worth, I'm fairly sure that AMD isn't shipping the Small Form Factor version of the Athlon4 yet. I haven't opened up any notebook recently - let alone one of Compaq's, but I imagine there isn't a heck of a lot of unused space in them. With AMD's current mobile offering being in the same form factor as their desktop offerings, that might be just too much for a high-end notebook.
