Major spending has been underway for years if you are speaking of electrical energy. Very large % additions in this state and others either operational or very near to being operational.

Probably only 1/3 to 1/2 of the projects (CCs and CTs) on the books in the US through 2004-5 will actually be built. Outfits will be scrambling to sell capacity at a loss within 2 years.

Bush's energy plan may increase investment in transmission, but I doubt it -- it would require final legislation and / or orders on dereg. I think the California situation and controversy over Buss's plan will prevent this from happening ...

Overseas may be a whole different story ... I would be careful and look deeper than just anounced projects.

Right now I can count more projects that have been announced and gone away than been built in our state and we have had a large number of additions ...
