Has it not worked that way since 1992 (date of open access) or before? Any idea?

My suspicion is that cos. were reluctant to build out transmission period, but the trend became firm post 1992.

I'v been following a private transmission co. in the upper midwest. Those utes which divested transmission lines and created the separate entity have an ownership position. Those utes which did/do not have lines or have not divested are allowed to buy an equity position with cash. The co. has two new transmission projects underway.

My question is which construction cos. are likely to build out these lines? Tower cos.? Other specialty construction? Do you know any names?
