What he did came real close to profiteering during a time of war. Most disasters open up at chance to make money.

My dad had a men's store during WWII. No cuffs were allowed on pants and the extra material from the pant legs had to be saved. The day after the Japan surrendered a guy from the materials board came in and bought a suit. As the war was over and no one had ever picked up the extra material my dad marked the suit to have cuffs. He was arrested the next day as the act hadn't been rescinded and the guy turned him in. The judge used some sense and turned my dad loose.

I went to school with a guy who heard about Chernoble, looked at the down wind pattern, saw it hit potato fields and made a bunch buying European potato futures.
