In his first interview since the White House released its energy plan Thursday, Cheney, a Republican, also strongly criticized Davis, a Democrat, for not acting more quickly.

``When the problem became obvious last year, over a year ago, they didn't respond, and now find themselves in a situation where not only do they have rolling blackouts, rapidly rising prices, a bankrupt of the biggest utility in the state, and this week the credit agencies downgraded California credit,'' Cheney said. ``So I don't think that's a sterling record of leadership, I would guess, on their part.''

Davis' press secretary, Steve Maviglio, objected to Cheney's charge as the political finger-pointing accelerated over California's electricity problems, which threaten the nation's economy and the fortunes of both political parties in coming elections.

``The vice president is grossly misinformed,'' Maviglio said. Within four months of taking office in 1999, ``Davis approved the licensing of the first major power plant in California in 12 years, under two Republican governors.'' Davis' administration also took action last summer to speed up construction of new power plants, Maviglio said.
