Have you experienced any blackouts? We have lost power more often in Colorado this year than anyone I know in California.

Perhaps a poor choice of words. Technically you are correct of course. No new power online in 90's. But it's not as if he's been completely asleep at the wheel. Approving a dozen new plants starting early 99 means he foresaw a problem and acted to correct it. Not that I think he's providing competent leadership now, you understand. But then, I don't think Bush is either. Downplaying conservation is his way of trying to keep demand up so that prices will not drop as supply increases from new sources.
