Bush is only 15 weeks into his admin, and piling up lots of material for later on.

Must be he's a slow thinker! Clinton already had Hillary's health care plan, travelgate, gays in the military, etc. behind him at this point in time. Not to mention some of his stellar Cabinet appointments. Sure is a pleasure to see some competent minorities (Powell, Rice, etc.) instead of Clinton's politically correct but idiotic minority appointments.
