we hired a programmer who used to work at MSFT -- worked directly for me for 6 months -- f'n disaster.

He left (and things largely in more of a mess than when he started) ... I'm sure he was paid a premie for his experience when he hired on, but I have to keep quiet lest I anger the IT folks <ng>

Windows has it's share of bugs, but it's also the ability of rogue applications to write into other application's codespace that can make your applications or system die. That's one reason why things might be fine after a reboot (for a while). That is, a bug in some OTHER application can crash the one you are running (or even Windows itself). Bummer... Unix doesn't have that problem, and I would guess that VMS does not, either, thanks to better memory protection.
