The vast majority of copyrighted stuff on Napster is now blocked. Sometimes a few things are available if you misspell various words in the artist or title, but that method is becoming increasingly unavailable as Napster improves its blocking techniques.

If you have the songs on CD and want to rearrange them, you can do that using the CD creation software that was probably bundled with your PC (probably Adaptec or something similar, not sure what Dell is bundling these days).

As for the burning itself, the software will first take the MP3 files you have and transform them into WAV files, then allow you to select the order of tracks and some other stuff, then put a blank CD in and burn away.
