According to the industry sources on May 22, mobile telecom operators' cdma2000 1x was planned to focus on high speed packet services such as video on demand (VOD), online game and audio on demand (AOD), but the reality is that the service falls short of those features, and is being used only for text services like sending and receiving e-mails. Accordingly, data-only service providers including Air Media and Intec Telecom are expressing regrets, saying that their service areas are being taken over by cdma2000 1x mode mobile phone service. Especially, they have lost competitiveness significantly following the introduction of the packet fee system (by mobile carriers). "If mobile telecom operators are taking up market shares with a service of vague character, what will happen to us who are doing our own arena of business by wining wireless data communication business license from the government," said an official at the data communication industry. "They have no service principle, nor market boundary whatsoever." Data service providers' protest against cdma2000 1x derives partly from their position, in which they have to directly compete with mobile telecom operators as the public sector, including Korea Electric Power Corp., is about to introduce data service like data acquisition lately. But many points out that their claims have rational points in terms of the efficiency of telecommunications networks. A telecom expert said "If cdma2000 1x service is provided focused on high speed, then it can create the efficiency of packets, but in the present situation, the efficiency drops precipitously." He added that, "For a low speed text-based service of slower than 10 Kpbs, it would be more effective to use wireless data network, which is a complete packet network." In addition, data telecommunication operators claim that, while mobile carriers need to make efforts to adjust themselves in recognition of their service arena, there is also need for government-level guidelines to some extent. "When CDMA2000 1x was applied for licenses, it was not centered on the current service, and therefore the government need to control its service range before telecom operators finish the preparation for high speed service," said Paik Won-jang, CEO of Intec Telecom. "We hope that the government draws clear boundary of services, rather than approve the service in consideration of sizes." Regarding this, an official at a mobile carrier said, "We have been providing text-based service, not because we wanted to do so but because handsets were not ready for advanced services."
