It was more than than a function. This is Bush's first real bungle. The WH tried to punish Jeffords for not supporting the tax cut. Jeffords would not support the tax cut because Bush would not support the level of funding for Spec. Ed. Jeffords wanted. The didn't invite him to the WH for a ceremony honring a VT resident. Also, they threatened to withhold support from a dairy subsidy bill which is critical to VT dairy farmers. This flap is likely to help him if he plans to run for reelection. Bad move by Team Bush. JLA
