The minister you're talking about is Leopold Sedar Senghor who coined the term "negritude"... Later, under President Francois Mitterand, another black fellow was appointed Secretary of Sports --notice the subtlety here: he was not appointed "minister" but merely "secrétaire d'Etat aux Sports", ranking lower than a "Ministre".

Do you realize why? Because during every election the French national football (soccer for us oveher) team is on TV and all North Africans are watching Zidane!
