Don't forget to bring new WLAN technology into the fray (in the globally recognised and generally free or license exempt 5GHz band), especially HiperLAN2 (54Mbps) as that is currently undergoing 3G (currently UMTS) interoperability. Thus, ensuring 3G operators can fight back any encroachment of current WLAN/WISP service providers (using IEEE 802.11b) into the 3G market.

NTT are already trialing a host of broadband wireless technologies together, including HiSWAN (similar to HiperLAN2 and will be interoperable with it. IEEE 802.11a and g still seem to be a long way off in going this direction).
