Someone once said that bears are the fuel of a Bull market, because when there are no more bears who else is left to come into the market? (The Bulls being already there). In other words, once there are no more bears the market is as good as it is going to get during this cycle.

Today the powers that be in Washington are trying to see how close they can come to massive deficits. It's uncertain whether deficts will be able to paid or if they will in fact grow. There is no margin for error. This type of environment will remain gloomy until the outlook is known. Then it will either be neutral or a lot worse.
