Probably pretty much the same point as with what he called Barney Frank. E.g. Armey is nutters.

I saw him on TV a couple of times yesterday. His point is that some jurisdictions may be shortening the length of the yellow light in order to increase the number of red-light runners they catch because it's a good way to fill the coffers. That's the reasonable and rational way of presenting his underlying point. That's not how he expressed it, though. More like we need to get rid of the cameras or there will be carnage on the roadways.
