I'm not sure I am knowledable enough to give you a comprehensive answer, I would have to go research it thoroughly. But I believe mining companies were allowed to sell it at whatever price they could just as long as the sales were arranged with customers in a lawful way. The public was ordered to turn in all their gold coins and bullion, and it was illegal to privately own it.
