Haim, several reasons: first of all, they do it regularly (every 4 years on average) secondly, the decline in the Yen has crimped their exports, and they have begun to talk about a possible devaluation unless the slide in the Yen is stopped. thirdly, they have no face to gain from staying the course this time, contrary to the situation that prevailed during the Asian crisis.

of course i'm not sure what they promised regarding their bid to become a WTO member...perhaps they pledged to hold the Yuan firm. but the talk is getting louder of late.
