IDFR weeeeeeeeeeeeeeeeeeeee GOVERNOR UNVEILS BLACKOUT WARNING PLAN SACRAMENTO Governor Gray Davis today announced his plan to provide California neighborhoods and businesses with notification of impending blackouts. "Here in California, blackouts have become the energy-era equivalent of an earthquake," Governor Davis said. "But, if blackouts are going to occur, there's no reason for us to be kept in the dark. We deserve as much advance warning as possible. Notice of impending blackouts is more than a question of convenience. It's vital to public safety." Governor Davis' plan will require notice of blackouts 48 hours, 24 hours and one hour in advance. * "Rolling Blackout Alert" -- At 48 hours, the Independent System Operator will give Californians [Utility Companies] an "alert" if blackouts are likely to occur. From this time, the ISO will post hourly updates for the public over the Internet. * "Location Notification"-- At 24 hours, utilities will be required to identify the neighborhoods scheduled for blackouts. * "Blackout Warning" -- At one hour prior to an actual blackout, utilities will give a blackout warning, with the exact location and time of the impending blackout. "Currently, we've been receiving notice as late as two minutes before a blackout," Governor Davis said. "A two-minute warning might work fine for the NFL, but it doesn't work for our consumers and businesses. Warnings allow law enforcement to send personnel to busy intersections. Warnings encourage people to avoid elevators. Warnings help people who run day care to prepare at home."
