The Palestinian in East Jerusalem alone were contantly short of water because the Jordanian never invested in a water system similar to what the Israelis built for themselves. 6 month after the Israelis occupied the West Bank, they were hooking up 50 Arab households per week to the Israel water system, as well a paving miles of streets in the old city. They also planted thousands of trees and installed thousands of street lights (necessary for security at night). But even right now the Palestinians are HEAVILY dependent on jobs in Israel proper.
