No. Fujitsu and Siemens are only cooperating in selected markets (read: Europe). That's why they are "only" the ninth largest OEM in the world. E.g. in Japan Fujitsu sells PC under its own brand. If you would add these sales they would be even larger. While the US market might be important to you for patriotic reasons, most of AMD sales (>60%) come from other parts of the world.
