What can be done? Only within a framework of confidence- building measures and deferred negotiation about the most contentious points can there ever be a diplomatic resolution of the controversy. The Israelis are going to have to be willing to pull back on settlements, in the long run, and the Palestinians will have to willing to concede Jerusalem. Gradually, all territory in the West Bank should be under the Palestinian Authority, with the exception of the Jerusalem suburbs. East Jerusalem and the West Bank suburbs should become a semi- autonomous administrative entity staffed by the Palestinian Authority, but under the ultimate jurisdiction of the Israeli government. The nuances of everything else should be subject to negotiation.......
